URUGUAY-ARGENTINA: Truce call finds no takers

Presidents Tabaré Vázquez of Uruguay and Néstor Kirchner of Argentina reached an unexpected agreement in Santiago on the eve of Michelle Bachelet's installation as new president of Chile. They jointly called for a 90-day truce in the dispute over two cellulose plants that has interrupted much of the traffic over the bridges linking the two countries. So far, however, there is no sign that the parties most directly involved will heed that call.
